28 April The Sejm adopted a bill to amend certain laws in order to automate the settlement of certain cases by the National Tax Administration. The project prepared by the Ministry of Finance will enable two-way communication of KAS organs with customers by e-IRS.

The taxpayers will be able to comprehensively handle their business on-line. They will also not pay the tax fee for issuing certificates if applications are made by e-US. The bill automates the handling of certain cases served by the KAS using IT systems. The e-IRS system will replace the tax portal used by KAS so far. Communication via e-US (in the form of a portal or mobile application) will be as important as performing traditional activities.

The most important e-US solutions used in dealing with KAS authorities will be an information and transactional service for taxpayers, payers, agents, court bailiffs and notaries. e-US will provide access to tax-related information.

It will also guarantee full transactionability – it will provide a comprehensive solution to online tax matters, mainly in the areas of VAT, PIT and CIT. Those using the e-US will not bear the costs of the tax charge on certificates issued.

We will also reduce the costs of foreign postal transfers concerning overpayments of tax paid to taxpayers living outside Poland. We will also introduce an electronic system "eConcessions" which will allow for electronic handling and streamlining of licensing and permits.

The new rules will apply after 14 days from the date of their publication in the Official Journal of the Acts, except for certain articles which will become applicable at other dates.
