On 13 March 2022 entered into force of the Act of 12 March 2022 on assistance to Ukrainian citizens in connection with the armed conflict in its territory (Journal of Laws of 2022, item 583), Now 16 March This year, a special register is to be launched, which will make it easier for Ukrainian citizens to obtain the PESEL number.
The new law introduces a number of facilitations for Ukrainian citizens such as legalisation of residence, medical and social care, as well as access to the education system.
This right covers only Ukrainian citizens (and their spouses independent of their nationality) who, in connection with the armed conflict after 24 February 2022 crossed the border with Poland.
According to the new law, the stay in the territory of the Republic of Ukraine, which crossed the border of Poland and has an appropriate stamp in the passport or Border Guard recorded his identity card data, is considered legal. Such a person does not need to apply to the municipal or city office in order to register his stay.
In principle, any citizen of Ukraine who has entered legally the territory of the Republic of Poland since 24 February 2022 and declares its intention to stay in the territory of the Republic of Poland, may legally reside in the territory of Poland during the period 18 months from 24 February 2022
A citizen of Ukraine whose stay in the territory of the Republic of Poland is considered to be legal on the basis of an application made in any executive body of the municipality in the territory of the Republic of Poland, shall be given the PESEL number.
Obtaining the PESEL number in some cases is a necessary step, for example, it will be possible to open up your own business or to complete a prescription, and although it is not the duty of the Ukrainian citizen to apply for the PESEL number, in fact, for some families it may prove extremely beneficial (such people with the PESEL number may apply for payment of money from the programme).

The Ukrainian labour law imposes an obligation on Ukrainian citizens who crossed the border with Poland after 24 February 2022, to apply for work permits. Employers employing such persons must, on time, 14 the days following the assignment of work, notify the relevant Labour Office of the entrustment of work to a Ukrainian citizen.
A citizen of Ukraine residing in the territory of the Republic of Poland whose stay in the territory of the Republic of Poland is considered legal shall have the right to the following social benefits:

- 3) provision of a good start if living with children in the territory of the Republic of Poland,
- 4) family care capital if living with children in the territory of the Republic of Poland,
- 5) co-financing a reduction of the parental fee for the stay of the child in a nursery, a children's club or a daycare worker if he resides with the child in the territory of the Republic of Poland.
When determining the right to family benefits dependent on the income criterion, no account shall be taken of a family member who, according to the statement of the applicant, does not reside in the territory of the Republic of Poland.
