A project that seales the system of obtaining and withdrawing excise permits was adopted by the Council of Ministers. It enables operations to be carried out on the basis of excise licences held, despite the existence of tax arrears, provided adequate security is provided. It imposes new responsibilities on trucks and special vehicles.

The sealing of the tax system will concern turnover:

  • ethyl alcohol contaminated,
  • tobacco drought,
  • energy products,
  • fuel and marine fuels.

The project introduces new obligations for heavy goods vehicles and special vehicles (e.g. road aid vehicles), with a maximum permissible weight of 3.5 t. This applies to cars imported from the European Union and produced in the country. When registering such cars, you will need a document confirming the lack of excise duty. This will stop the mechanism of bringing cars from EU countries and registering them as trucks or special vehicles to avoid paying excise duties.

In addition, the project automates the handling of tax returns and excise records. This solution should improve the efficiency of the units serving and controlling the taxpayer and shorten the time to settle excise duties. Natural persons who do not have a business will be able to submit documents electronically or in paper form.
