A public consultation on the draft law on investment in the field of countering the effects of drought, prepared by the Ministry of Maritime Economy and Inland Shipping, has begun. It is to raise the so-called rain tax.
Stop water
first the proposal, in accordance with the "Stop water" principle, concerns the obligation to use rainwater and melting water on its own soil. Water retention can occur on the plot (through its infiltration into the ground), water can also be partially discharged outside the plot.
It is important that it is eventually put into a retention tank to use or supply groundwater resources. Where water retention is not possible, the bill will introduce exceptions.
The details of the guidelines for the management of rainfall and melting waters will determine the local spatial planning plan, the decision to determine the location of the public purpose investment and the construction conditions.
Possible costs may arise from the need to adapt the land use in the manner provided for in the management of rainwater on the plot.
Take care of the soil and find a place for green
Another introduced “Find a place for green” principle states that at least 30% the surface of each plot shall be biologically active, including 15% - soil. The soil (and therefore not the green roof or lawn on the underground garage) most effectively ensures water retention and the supply of groundwater and groundwater.
Exceptions to this rule – to the current Water Law (Article 269) the exclusion of agricultural land is added. The local zoning plan will be able to determine more than a minimum share of biologically active space.
Who and how much will pay
The solutions described may help to minimise the tax costs to be applied to property owners above 600 m2 (so far 3500 m2), in which there is or is to be built a disengaging housing above 50% biologically active surface. The conversion of meters will include non-public roads and squares, roofs of buildings, terraces and paving on the plot. The average tax amount will be 1,350 PLN A year. It can be lowered if a water retention device is installed.
Taxes will not be paid by churches, the management of Polish roads or offices that tend to concrete urban squares. The latter, on the other hand, will receive part of the tribute – 24%, the remainder, ok. 180,000,000 PLN It will go to the Polish Waters every year.
