Deputy Minister of Finance Wiesław Janczyk, present at the conference, stressed that small companies are charged much more with costs of normal operation than larger entities. "They cannot benefit from the effect of scale, as large companies, corporations do" - he said.

At the same time, he noted that small companies are now effectively seeking to increase their revenue and are also effectively competing in exports. "We want to give them better conditions to operate" - he stressed. He informed about the estimated budget costs of reducing the CIT tax for small companies. "The calculated financial impact on the state budget was estimated at 270,000,000" - He did.

"We thought we could from 1 January next year such a regulation reducing the CIT rate from 19 to 15% introduce, because we will already have the advanced operation of changes to the tax system" - added the Deputy Minister.

In this context, he mentioned, among others, sealing the tax system. "These losses in the form of paid tax will be compensated precisely by the action of those regulations: both on the side of the loss of a slight income estimated at ok. 62,000,000 PLN per year in the register of local government units and amounts ok. 200,000,000 PLN annual loss of revenue from this operation on the revenue side of the state budget" - he mentioned.

He judged that the government's initiative would be "a remarkable incentive to leave the grey economy and run business by many entities".

The Communication following the meeting of the government stated that under the new regulations, the lower CIT rate would include so-called small taxpayers, where the value of sales revenue (including the amount of goods and services tax due) did not exceed in the previous tax year the equivalent in 1,200,000 EUR.

This solution will also apply to start-ups. Tax groups will not be subject to the preferential tax rate.

Government estimates that from reduced 15% CIT rates will benefit ok. 90% CIT taxpayers, or close 400,000 companies.

  • The project also contains provisions that will prevent entrepreneurs from benefiting from preferential tax rates, who, for example, will divide the company only to benefit from a reduced CIT rate, are reserved.
