The electronic circulation of correspondence between public administrations and civil and judicial proceedings has been postponed by three months. It's supposed to come into force. On 5 October 2021 This is influenced by the technological and administrative difficulties faced by the government.
New rules are to come into force 5 October.b.r. From this date it will be possible to apply for a service box. Addresses will be collected within the Electronic Address Database. In government administration, budget units and other public authorities (ZUS, KRUS, NFZ) e-services are to begin 5 July 2022.

The aim of the project is to postpone the implementation of the public registered electronic service and the public hybrid service in order to ensure the highest possible quality for end-users – the justification for the project states. Long-term pandemic COVID-19 made it difficult to carry out extensive tests before providing services, as well as training for users.

The government is also waiting for the price list of regulated electronic and public hybrid services and for the draft public service rules for registered electronic and public hybrid services. However, administrative proceedings initiated before the President of the Office of Electronic Communications block these objectives. If the project is to be carried out, they must be decommissioned.
Project objectives
e-Service is a universal trust service provided by a trusted third party - a regulated electronic service provider.
E-Service process based on a four-sided model.
The trusted suppliers (public and qualified) will provide evidence of eIDAS sending and receiving – i.e. providing certainty to the sender and recipient and delivery time.
The citizen and the entrepreneur are free to choose the address provider. This may be:
State Supplier guaranteeing the free delivery of e-Service to a public entity,
Qualified Trust Service Provider.
The Electronic Address Database allows you to easily search for a homogeneous delivery address.
The Public Entity and the Entrepreneur shall have an address for electronic service.
Use in every administrative, judicial and civil process (implementation of the standard of e-Service in systems: domain, EZD class, e-services).
In the end, all correspondence from public entities will be provided electronically – via a public registered electronic service or a public hybrid service provided by the State Supplier.
The provision of a publicly registered electronic service and a public hybrid service in contact with public entities will be entrusted to the designated operator (State Supplier).
The Act on electronic delivery will ensure the efficiency of e-Services in the Polish legal order.
The e-Service project is the result of works of the e-Box stream and e-Service under the program "From Paper to Digital Poland". The project was consulted with a number of experts invited to cooperate, in particular representatives of:
- local government,
- Court of Appeal in Wrocław,
- Centre for Research of Legal and Economic Problems of Electronic Communications of the University of Wrocław,
- entrepreneurs and private sector representatives.
