Since Wednesday 29 April micro, small and medium-sized companies employing 1 to 249 employees may apply for grants under the so-called financial shield of the Polish Development Fund.

Grant service 17 commercial banks and most cooperative banks. Total value of the aid 100,000,000,000 PLN, of which to micro, small and medium companies 75,000,000,000 PLN (the rest is for big help). PFR estimates that support can even benefit 670,000 SMEs affected by coronavirus pandemic.

Special financial subsidies are intended for entrepreneurs who have recorded a decrease in turnover at the level of mines. 25%. In relation to these subsidies, the entrepreneur will be able to apply even for 75% redemption of the funds obtained.

Attention!!! Subsidies will be paid in the order in which applications are submitted, until the funds are exhausted in the programme, so it is worth considering submitting an application today.

Below we present the main assumptions for micro-, small and medium-sized entrepreneurs.

Main principles of the programme for micro-entrepreneurs

  • Subsidies are intended for entrepreneurs employing at least 1 staff member excluding the owner and not more than 9 staff, with annual turnover or balance sheet total not exceeding 2,000,000 EUR (who were active for a day 31 December 2019).
  • Entrepreneurs who recorded a decrease in turnover of mines. 25% (the greater the amount of aid granted) in any month after 1 February 2020 compared to the previous month or similar month of last year due to disturbances in the functioning of the economy due to COVID-19.
  • Entrepreneurs that for a day 31 December 2019 or at the date of the granting of the financing, it was not late for the payment of taxes and social security contributions, but the distribution of the payment into instalments or its postponement is not considered to be late.
  • The actual beneficiary of an entrepreneur using financial support under the Programme must hold a tax residence in the territory of the Republic of Poland and settle taxes for the last 2 trading years.
  • The company cannot be faced with open insolvency or winding-up proceedings, or with restructuring proceedings, and the entrepreneur himself on the day 31 December 2019 or at the date of the granting of the financing, it may not be late with the payment of taxes and social security contributions, but the distribution of the payment into instalments or its postponement shall not be considered late.

Purpose of the subsidy:

  • • the cost of carrying out business activities, excluding the allocation of funds for the acquisition (take-over) in a direct or indirect manner of another trader (no acquisition);
  • • Allowable repayment of loans: the possibility of using a subsidy for early repayment of loans up to a maximum amount 25% the value of the loan;
  • • settlements with related entities: prohibition on the allocation of payment subsidies to the owner, to persons or entities associated with the owner of the undertaking.

The calculation of the maximum amount of the financial subsidy shall be based on the product of the number of employees and the basic amount of the financial subsidy of 12, 24 or 36,000 PLN per employee employed depending on the decrease in economic turnover (sales revenue) due to economic disruptions due to COVID-19 (at least 25%, at least 50%, at least 75%), but not more than 324,000 PLN.

The maximum amounts of financial subsidies available for micro-entrepreneurs are as follows:

The preferential loan received by the micro-entrepreneur may be decommitted to an amount 75% Finally 12 the calendar month following the date of payment of the loan on the following basis:

  • 25% the value of the subsidy is non-refundable on condition that the activity continues during 12 months after its granting;
  • additional 50% The subsidy is non-refundable depending on the level of maintenance of average employment over the period 12 months. In the event of a reduction in employment, the percentage of reimbursement of subsidies is respectively higher, which is a strong incentive for beneficiaries to keep jobs.

Main objectives of the programme for SMEs

  • Subsidy for SMEs i.e. hiring from 10 to 249 employees whose annual turnover does not exceed 50,000,000 EUR or the balance sheet total does not exceed 43,000,000 EUR, (who were active for a day 31 December 2019).
  • Entrepreneurs who recorded a decrease in turnover of mines. 25% (the greater the amount of aid granted) in any month after 1 February 2020 compared to the previous month or similar month of last year due to disturbances in the functioning of the economy due to COVID-19.
  • Entrepreneurs that for a day 31 December 2019 or at the date of the granting of the financing, it was not late for the payment of taxes and social security contributions, but the distribution of the payment into instalments or its postponement is not considered to be late.
  • The actual beneficiary of an entrepreneur using financial support under the Programme is to hold a tax residence in the territory of the Republic of Poland and to settle taxes for the last 2 trading years.
  • The company was not faced with bankruptcy or liquidation proceedings, or the restructuring procedure was not opened and the entrepreneur himself was not open on the day 31 December 2019 or at the date of the granting of the financing, it was not late for the payment of taxes and social security contributions, but the distribution of the payment into instalments or its postponement is not considered to be late.

Purpose of the subsidy:

  • • the cost of carrying out business activities, excluding the allocation of funds for the acquisition (take-over) in a direct or indirect manner of another trader (no acquisition);
  • • Allowable repayment of loans: the possibility of using a subsidy for early repayment of loans up to a maximum amount 25% the value of the loan;
  • • settlements with related entities: prohibition on the allocation of payment subsidies to the owner, to persons or entities associated with the owner of the undertaking.

The maximum amount to be applied for under the subsidy is calculated as a percentage and depends on the level of revenue In 2019 and from the decline in turnover associated with the outbreak. In general, the amount of aid granted may be as follows:

  • • 4% value of income – at a decrease in turnover by min. 25%;
  • • 6% revenue values - at a decrease in turnover by min. 50%;
  • • 8% value of income – at a decrease in turnover by min. 75%.

The conditions for decommitment shall include:

  • 1. At the end of business 12 months from the date of granting of the subsidy — reimbursement of 100% subsidies;
  • 2. Repayment of the subsidy to
  • • 25% the funds received to continue operating for a period of min. 12 months from receipt of the subsidy;
  • • 25% the funds received for the loss of sales;
  • • 25% the funds received while maintaining the average employment rate (with reduced employment, proportional reduction of the percentage of reimbursement of subsidies calculated on the basis of the indicators given by the FRF).

Which gives a total of max 75% repayment of the funds received.
