The latest report states that reforms take place where they are most needed and that low and medium-income economies carry out medium-term 172 reforms per year.

„This year's results clearly show government involvement in many economies, large and small, to support entrepreneurship and private enterprises. If reform programmes are complemented by training programmes for government officials, the impact of reforms will be further strengthened," said Rita Ramalho, Senior Head of the World Bank Global Indicators Group, who prepares the report.

- Our government recently introduced a whole range of business facilitations and privileges such as: R & D relief, reform of special economic zones, 100 changes for companies, Business Constitution, small ZUS, CIT reduction for the smallest companies. In our regulations, however, let us focus on SMEs, and the World Bank, when building the Doing Business ranking, on large and medium-sized enterprises," emphasised Jadwiga Emilewicz. The decline in Poland's position in the Doing Business ranking is mainly due to changes that aim to seal taxes. These changes translated into an increase in tax reporting. Unfortunately, the World Bank does not assess the whole system and the whole reform in DB. The report uses a very specific, point-based methodology, which makes many of the changes introduced in Poland (directed towards SMEs) not reflected in the results," commented Minister Jadwiga Emilewicz.
