„Extortions of VAT refunds and development of the grey zone are the main factors that led to a sharp increase in losses incurred by the state budget," says Leszek Skiba, Undersecretary of State at the Ministry of Finance. VAT collection has improved so significantly, among other things, thanks to the constantly expanding fuel package and the split payment system.

Piotr Arak, Director of the Polish Economic Institute, explains that Poland's success in the fight against the VAT gap is based on third pillars: modern legislation, efficient administration and intensive cooperation with business.

"This is primarily due to the efficient, open to new ideas of the tax administration, which cooperates with business and has been equipped by law with specific powers. Thanks to them we were able to reduce the number of controls by almost 1/5, while significantly increasing their efficiency," said Arak.
