Council of Ministers adopted 18 September 2018 prepared in the Ministry of Justice changes in the law, which will allow the fraudulent course of "turning" meters in used cars to be reduced.
Car crooks, as well as their helpers, are practically unpunished today. The victim of fraud is an unconscious buyer who buys the dream four circles often spend their last savings. As the Minister of Justice, Attorney General Zbigniew Ziobro stressed, the consequences of the state's helplessness towards such a course are borne by honest citizens overpaying for a vehicle which is not fit to drive or a car "after crossing".
War to deceivers
According to the draft amendment of the Traffic Law and the Criminal Code Act adopted by the government, any "turn" of the counter will be punishable by imprisonment from 3 months to 5 years – for both the ordering and the contractor, e.g. mechanics in the workshop. Today, this can be done without being punished, and what is more, some workshops even offer such a "service".
Penalties for 3,000 PLN it will also threaten if the car owner does not report to the vehicle control station the fact of replacing the whole meter with a new one (e.g. due to failure).
Counter State under control
Vehicle control stations must now transmit to the Central Vehicle Records and Drivers the status of the counter read during mandatory technical vehicle inspections. After changing the regulations, the stations will also provide information about the exchange of the counter and its course at the time of reading by the diagnosticist.
The project also provides that at each control, police, Border Guard, Road Transport Inspection, Military Police and Customs will be required to record the current status of the controlled car counter. This data will also go to central vehicle records.
This will allow you to compare further readings and easier to detect cheaters.
As in Western Europe
Similar solutions have long existed in Western European countries. In Germany for falsifying the mileage counter in the car you can get 5 years in prison. In Austria, a year in prison threatens to falsify the technical data of vehicles. French law provides 2 years of prison for changing the counter's record, and in the Czech Republic, any interference in the counter's condition threatens a year in prison and car loss.
