In the European Union, the largest research and innovation development programme is the Smart Development Operational Programme. Projects and areas supported in years 2014-2020 specified in the Programme itself and in a comprehensive description of its priorities.
Day 1 February 2018 The National Centre for Research and Development (NCBR) has announced a competition for project funding under the Submeasure 1.1.1 „Industrial research and development by companies’, Priority axis I: "Supporting R & D by enterprises". This competition is aimed at micro, small and medium-sized enterprises. Projects implemented outside the Mazowieckie Voivodeship may receive support. The pool of funds for the competition is 700,000,000 PLN.
The aim of the competition is to support projects which in particular aim to improve the level of innovation of enterprises through the results of R & D work. Projects should include industrial research and experimental development or experimental development.
Furthermore, it is possible that pre-implementation work is also part of the project. However, attention should be paid to the fact that the value of pre-implementation work cannot constitute 20% eligible costs. Projects which do not include experimental development will not receive support.
As part of the competition, the grant project must be included in the minimum one National Intelligence Specialization.
The grant may be granted when the applicant undertakes to implement the test results within the time limit 3 years after the completion of the project. Implementation shall mean the introduction of results into the applicant's own business by starting production or providing services based on the results obtained, granting a licence to exercise the rights to the results of another trader or selling rights.
Applications can be submitted from 1 March 2018 to 30 May 2018. The minimum eligible costs shall be 1,000,000 PLN.
Grant level:

for industrial research and development:
– for a micro- and small entrepreneur:
- •
- 70% -80% eligible costs for industrial research and
- •
- 45% -60% eligible costs for development work;
– for medium-sized entrepreneurs:
- •
- 60% -75% eligible costs for industrial research and
- •
- 35% -50% eligible costs for development work.
- •
- for the implementation of pre-implementation work: de minimis – 90% the eligible costs of these works;
- •
- for the implementation of pre-implementation work: advisory services for SMEs 50% the eligible costs of these works.
The maximum amount of co-financing may not exceed, for the company, one Project:
- •
- 20,000,000 EUR – if the project mainly involves industrial research;
- •
- 15,000,000 EUR – where the project mainly involves experimental development;
- •
- 200,000 EUR for pre-implementation of de minimis aid (gross value of aid, including the value of other de minimis aid granted during the period 3 tax years);
- •
- 2,000,000 EUR for pre-implementation work on advisory services for SMEs.
The total eligible costs of the project may not exceed 50,000,000 EUR.
Part of the work in the project may be entrusted to subcontractors, but it should be noted that in this case the value of the work carried out on a subcontracting basis must not exceed:

- 60% the total eligible costs of industrial research and development;
- •
- 70% the total eligible costs of pre-implementation work financed under de minimis aid.
The deadline for the evaluation of the applications submitted will be 90 days from the closing date of the call. The proposals will be subject to a formal assessment and an assessment combining the existing assessment according to formal and substantive criteria.
