At a conference held 15 September this year, "An innovative ecosystem for electromobility. The results of the Acceleration Programme Pilot Maker Elektro ScaleUp”, attended by Vice Prime Minister and Minister of Development Jadwiga Emilewicz, we learned that the government is considering raising the excise duty on used cars, so that such cars do not pay to Poland.

On the web, we may encounter opinions that indicate that the Polish government's intention is to make it difficult to bring old, used cars into our country due to the green automotive transformation of Germany. The success of this transformation depends primarily on exports of used cars to Poland.

It is assumed that used German combustion cars will soon be cheap due to the German government's desire to promote low-carbon transport. Therefore, the Polish government may fear that Poland will be flooded with old, used cars, which will not be environmentally friendly.

Government position

Madam Deputy Prime Minister Emilewicz pointed out at the meeting that the government is considering going back to regulation, which was developed in the previous term, and which raises the excise duty on used cars.

She also pointed out that excise regulation should be developed relatively quickly, which will make second-hand cars simply not profitable to Poland. She explained that the reason why new regulations should be introduced is that too many cars from second Hand.

She also stressed that new regulations could be very important to support the development of electromobility.

The Deputy Minister also pointed out that in the Polish landscape of the innovative economy we see new entities that are getting deeper into the subject of electromobility and that it is not only about Polish major energy companies, but also about innovative companies in the IT sector.

She also pointed out that these are projects in the field of energy management systems, a fleet of electric cars through fast loaders that can become our specialty. She mentioned that at the end of the summer the Polish electric car was also premiered.

The idea of raising the excise duty on second-hand cars did not appeal to the deputy chief of the Ministry of Foreign Affairs Paul Chiefernaker, who believes that raising the excise duty on used cars is a very bad idea. In his opinion, thanks to the Law and Justice Governments, more and more Poles can afford a new car. He is convinced that the better financial situation of Poles will drive the sale of new cars, at the same time the tax will not be raised for those who cannot afford to buy in the car dealership.

Industry opinion

The idea of increasing the excise duty gives a positive opinion on the autobase service, supporting the buyers of cars used by providing them with reliable information about the vehicle.

  • We can't be an eternal recycler of old western combustion cars, because Kowalski is about to pay the price. Motorization in Europe has already entered the state of electromobility transformation. And whether anyone likes it or not, this trend is unstoppable. Sooner or later this will also result in a bonus malus system in Poland, i.e. certain privileges, but also penalties for failure to comply with EU CO reduction targets[2]. We cannot be short-sighted and limit ourselves to just what is happening in our country, because in the long term it is the final recipient – that is, the Polish driver – who will be injured.

This is also supported by the fact that the EU's desire to integrate transport into the CO trading system is already imminent.[2] (EU ETS). This means substantial increases in fuel prices that will hit the least prosperous citizens. The only way to protect us is to switch to less fuel-eating hybrids or electrics...

As you can see, the sentences on the increase in excise duty on used cars are divided. On the one hand, It is assumed that those Poles who cannot afford new cars should have access to cheaper, used cars imported from Germany. On the other hand, The logical side is the aim of the Polish government to protect the environment, and thus promote electromobility and reduce the inflow of old high-emission cars to Poland.
